This Privacy Policy explains how Outsoar PH, doing business as PageantXero (“PageantXero,” “we,” “us,” or “our”), collects, uses, discloses, retains, and protects personal information when you visit https://pageantxero.com, use the PageantXero application and event/candidate microsites at https://app.pageantxero.com, participate in an event or voting campaign, or contact us. Our business address is Thirdy & Julio Commercial Bldg, Rizal St, San Carlos City, Pangasinan, Philippines.

We are committed to protecting your privacy and handling personal information responsibly. We process personal information in accordance with the Philippine Data Privacy Act of 2012 (Republic Act No. 10173), it’s implementing Rules and Regulations, and other applicable laws and regulations.

1. Personal information we collect

Depending on how you interact with PageantXero, we may collect the following categories of personal information:

  • Account and Organization Information: Your name, email address, mobile number, login credentials, organization name, assigned role, and other information necessary to manage accounts, organizations, and events.
  • Candidate and Event Information: Candidate names, candidate numbers, biographies, photos, videos, advocacy information, event details, and other content submitted by an organization, candidate, or authorized representative for publication on event pages, candidate microsites, and other public-facing features.
  • Voting and Transaction Information: The selected event and candidate, vote package, quantity, transaction amount, currency, payment status, payment reference, transaction date and time, and contact or verification details provided during checkout.
  • Voter Verification and Consent Information: Email addresses, mobile numbers, verification status, consent preferences, and campaign participation records, where applicable to the voting campaign and the features being used.
  • Customer Support and Communications: Information you provide when contacting us regarding your account, organization, event, voting activity, payment, refund request, or privacy concern.
  • Device and Usage Information: IP address, browser type, device information, pages visited, interactions with platform features, approximate usage activity, and security logs. Where applicable, cookies and similar technologies may also collect information as described in our cookie notice or the relevant cookie settings presented on the platform.

Payment Information

PageantXero does not intend to collect or store full payment card numbers, card verification values (CVV), card PINS, or online banking credentials directly through its platform. Payment details are submitted through the payment provider’s designated payment flow.

Depending on the payment integration, we may receive limited payment-related information, such as the card brand, masked card digits, transaction reference, payment status, and confirmation details to verify, process, and reconcile transactions and address payment disputes.

The specific payment information collected or received depends on the payment method and provider used. We will describe our practices in accordance with the actual payment integration and data flows implemented on the platform.

2. Why We Use Personal Information

We collect and process personal information for the following purposes:

  • To create, maintain, and secure user accounts and organization workspaces, and manage access permissions.
  • To operate and maintain event pages, candidate microsites, voting campaigns, checkout, voter verification, and related features.
  • To process and verify payments, credit eligible votes after payment confirmation, maintain transaction records, and handle refunds, disputes, and payment-related concerns.
  • To respond to inquiries, provide customer support, send transaction confirmations and service announcements, and communicate important updates to our services or policies.
  • To detect and investigate suspected fraud, duplicate transactions, unauthorized access, payment irregularities, and misuse of the platform.
  • To troubleshoot technical issues, monitor platform performance, improve functionality, and maintain the reliability and security of our services.
  • To comply with applicable legal, accounting, tax, and regulatory requirements, and to establish, exercise, or defend legal claims.
  • To send promotional communications where permitted by law and, where required, with your consent. You may opt out of marketing communications at any time.

We process personal information only for specified and legitimate purposes and rely on an applicable lawful basis under the Philippine Data Privacy Act of 2012, such as consent, contractual necessity, compliance with legal obligation, or legitimate interests where permitted by law and where your fundamental rights and freedoms are not overridden. The applicable basis depends on the purpose and circumstances of the processing.

3. When We Share Personal Information

We may disclose personal information to the following categories of recipients, where necessary and appropriate for the purposes described in this Privacy Policy:

  • Payment Providers: Including Xendit, as applicable, and their affiliated banks, card networks, payment channel partners, and fraud-prevention providers, to process and verify payments, issue refund, reconcile transactions, and investigate payment dispute;
  • Event and Campaign Organizer: The organization responsible for an event or voting campaign may receive relevant information needed to administer the event, verify campaign transactions, maintain voting records, and address campaign. We share only information reasonably needed for those purposes;
  • Service Providers: Third-party providers that host, secure, maintain, analyze, or support PageantXero, subject to appropriate privacy, confidentiality and security safeguards.
  • Professional Advisers and Authorized Parties: Lawyers, accountants, regulators, law enforcement agencies, courts, or other authorized parties when disclosure is necessary or permitted to comply with applicable law, protect rights and safety, or establish, exercise, or defend legal claims.
  • Business Successors: A successor entity or relevant parties involved in a merger, restructuring, acquisition, or transfer of business assets, subject to applicable privacy requirements and appropriate safeguards.

We limit disclosure to information reasonably necessary for the relevant purpose and take appropriate steps to protect personal information shared with third parties. Some service providers may process or store personal information outside the Philippines. Where cross-border processing occurs, we will implement safeguards and comply with applicable legal requirements.

We do not sell personal information.

4. Public Event and Candidate Pages

PageantXero allows event organizers and authorized representative to publish event information and candidate profiles on public event pages, candidate microsites, and related campaign pages.

Information submitted for public display may include candidate names, candidate numbers, biographies, photos, videos, advocacy information, and campaign or voting totals. Once published, this information may be viewed by visitors and shared through public links or QR codes.

Organizations and candidates are responsible for ensuring that they have the necessary authority, permissions, and consent to submit and publish personal information, photos, videos, and other content through PageantXero. If you believe that information displayed on a public event or candidate page is inaccurate, should be corrected, or raises a privacy concern, you may contact the organization responsible for the event or email support@outsoar.ph. Please mark your message “Attention: Data Protection Officer – Privacy Request.” 

We will review requests in accordance with applicable law and the circumstances of the request. Any correction, restriction, or removal of information will be subject to applicable legal obligations, legitimate recordkeeping requirements, and relevant campaign circumstances.

5. Retention and Security

We retain personal information only for as long as reasonably necessary to provide and maintain the Services, process transactions, keep financial records, resolve disputes, prevent fraud, and comply with legal obligations. Retention periods depend on the type of information and the purpose for which it was collected. When information is no longer needed, we securely delete, anonymize, or otherwise dispose of it, unless continued retention is required or permitted by law.

We implement reasonable organizational, physical, and technical safeguards to protect personal information against unauthorized access, disclosure, alterations, loss, or destruction. However, no online service can guarantee absolute security. If a personal data breach occurs, we will investigate and take appropriate action, including notifying the National Privacy Commission and affected individuals when required by applicable Philippine Law.

6. Your Privacy Rights

Under the Philippine Data Privacy Act of 2012 and its implementing rules, you may have the right to be informed about the processing of your personal information, access and correct inaccurate information, object to certain processing, request erasure or blocking when applicable, request data portability where permitted, withdraw consent when consent is the basis for processing, and file a complaint with the National Privacy Commission. These rights are subject to applicable legal conditions and limitations, and withdrawing consent does not affect processing lawfully carried out before withdrawal.

7. Children and minors

PageantXero support events and campaigns involving candidates who are minors. The collection, use, and public display of a minor’s personal information, photos, videos, and participation details must comply with applicable laws and any required parental or legal guardian authorization. Organizations and authorized representatives submitting information about minors must ensure they have the necessary authority and permissions for its collection and publication.

If you believe a minor’s personal information has been collected or displayed without appropriate authorization, contact support@outsoar.ph with the subject line “Attention: Data Protection Officer -Minor’s Privacy Concern.” We will review the concern and take appropriate action in accordance with applicable law.

8. Cookies and Similar Technologies

The website may use cookies or similar technologies needed for site operation, security, preferences, analytics, or marketing. Where required, we will request or provide choices for non-essential cookies. You can also manage cookies through your browser settings. Confirm and describe the specific analytics and advertising tools actually active on the site before publication.
