Terms and Conditions

These Terms and Conditions (“Terms”) govern your access to and use of PageantXero, including https://pageantxero.com, the PageantXero application and event or candidate microsites at https://app.pageantxero.com, organization management tools, voting campaigns, and checkout features (collectively, the “Services”). The Services are operated by Outsoar PH, doing business as PageantXero (“PageantXero,” “we,” “us,” or “our”), with a business address at Thirdy & Julio Commercial Bldg, Rizal St, San Carlos City, Pangasinan, Philippines.

By accessing or using the Services, or completing a checkout, you agree to these Terms and any applicable campaign-specific rules presented before participation or payment. Where required, you will be asked to acknowledge these Terms before completing a purchase. If you do not agree, do not use the Services or proceed with the transaction.

1. What PageantXero Provides

PageantXero provides pageant organizations and event operators with tools to manage events, candidates, campaign settings, public pages, audience voting, and related transaction records. Supporters may use campaign checkout to purchase vote packages when paid voting is available.

Event organizers may configure campaign dates, eligible candidates, voting methods, package options, prices, and campaign-specific rules. The relevant campaign page and checkout will display the applicable event, candidate, package, quantity, and total amount before payment. Organizers are responsible for the accuracy of the event information and campaign rules they submit, candidate eligibility, campaign communications, and the administration and announcement of results. PageantXero remains responsible for its own platform operations and obligations under applicable law.

PageantXero provides the platform and payment checkout experience described on the relevant page. We do not guarantee that using the Services will cause a candidate to win, achieve a particular ranking, or receive a particular level of audience support.

2. Paid Vote Packages and Payment

When you purchase a paid vote package, you are purchasing the stated number of votes for the identified candidate and active campaign. Before confirming payment, carefully review the event, campaign, candidate, package, quantity, currency, and total amount displayed at checkout, including any applicable charges disclosed there. By proceeding with payment, you confirm that the transaction details are correct and that you are authorized to use the selected payment method.

Payments are processed through the payment method presented at checkout, which may be provided by Xendit or another payment service provider. Such providers may apply its own terms and privacy policies. PageantXero will not ask you to send your full payment card number, CVV, PIN, or one-time password through email, chat, or social media.

An attempted, pending, declined, reversed, or unverified payment does not count as a completed purchase and does not automatically entitle you to vote credit. Votes are credited only after PageantXero receives and verifies successful payment, matches it to the relevant checkout, and confirms that the campaign and selected candidate remain eligible under the applicable campaign rules. A bank or card issuer confirmation does not necessarily mean that the votes have already been credited. Vote credit may take additional time while payment confirmation and transaction matching are completed.

If you have been charged but have not received the expected transaction confirmation or vote credit, contact support@outsoar.ph and provide your checkout reference and transaction date. Do not send complete payment card details or security codes. If a transaction remains pending, avoid making repeated payment attempts until you have checked its status.

3. Voting terms

3.1 Campaign Rules and Eligibility

Each campaign page identifies the event, participating candidates, campaign period, available voting method, and available voting limits or rules. Review these details before voting. Votes may be submitted only for eligible candidates during an active campaign and is subject to these Terms and the applicable campaign rules.

The organization operating the event is responsible for setting and communicating its campaign schedule, candidate eligibility criteria, voting rules, result publication procedures, and tie-breaking methods. PageantXero provides the platform through which these activities may take reasonable action to maintain platform security, address technical errors, investigate suspicious activity, or comply with applicable law.

Paid vote packages provide the number of votes displayed at checkout for the selected candidate and campaign. Unless expressly stated otherwise, a purchased package is not transferable to another candidate, campaign, or account and has no cash value. The package quantity and total price must be displayed before payment.

Votes are credited only after successful payment has been verified, and campaign and candidate eligibility have been confirmed. If a payment is duplicated, unauthorized, reversed, suspected to be fraudulent, or cannot be matched to the selected package, PageantXero may temporary withhold or review the related vote credits while the issue is investigated. Any removal or reveral of credited votes will be based on the available transaction records, applicable campaign rules, and relevant legal requirements.

Refund requests are handled in accordance with our Refund Policy and applicable law. The fact that votes have been credited does not eliminate any refund or other remedy required by law.

3.3 Free votes and verification

Some campaigns may offer free voting. The applicable campaign page will indicate any identity verification requirements, consent, voting frequency limits, or quotas. A free vote is accepted only after the required verification and campaign checks have been completely succeeded. Free votes do not require payment and cannot be converted into paid votes or a cash benefit.

Verification information and related personal information are handled in accordance with our Privacy Policy. Where a campaign involves minors or requires additional authorization, the applicable procedures must comply with relevant legal requirements.

3.4 Vote Integrity, Technical Errors, and Results

You must not use scripts, bots, fabricated identities, unauthorized accounts, payment abuse, or other methods to bypass campaign limits, manipulate rankings, or interfere with the integrity of voting. You must not exploit technical vulnerabilities, interfere with payment callbacks or transaction records, or attempt to gain unauthorized access to voting or administrative features. 

PageantXero may investigate suspicious voting activity, temporarily withhold disputed votes, suspend affected transactions, correct verified technical or counting errors, or restrict access where reasonably necessary to protect the Services, prevent fraud, enforce campaign rules, or comply with applicable law. Where appropriate and reasonably practicable, affected users or event organizer may be informed of significant actions. Such actions will be based on available evidence and the circumstances of the case.

Vote totals and rankings may take time to update while payments, transactions, and campaign rules are verified. Only votes accepted under the applicable campaign rules count toward official campaign results. PageantXero does not guarantee a particular candidate outcome. The event organization is responsible for administering and announcing results in accordance with its published rules, while PageantXero remains responsible for its own platform-related obligations. We may retain voting and transaction records as reasonably necessary for verification, fraud prevention, customer support, accounting, and dispute resolution.

4. Refunds and Payment Disputes

Refund eligibility is governed by our Refund Policy, the campaign details presented at checkout, and applicable Philippine law. Once a paid vote package has been successfully verified and credited to the selected candidate, the purchase is generally considered final because the digital service has been delivered and the votes may affect campaign results. However, this does not exclude refunds, corrections, or other remedies required by law, including in cases involving unauthorized or duplicate payments, failure to deliver purchased votes as promised, or campaign cancellation or material changes that prevent the purchased votes from being used as intended.

Approved refunds for card transactions will be returned through the original payment method where supported. Refunds for other payment methods will be processed through the original payment channel where available and permitted. If you believe a payment was unauthorized or incorrect, contact us promptly at support@outsoar.ph and notify your card issuer or payment provider as appropriate. Please avoid making repeated payment attempts while an earlier transaction remains pending. All payment disputes and refund request will be reviewed in accordance with the Refund Policy and applicable law.

5. Acceptable Use

You agree not to:

  • use the Services for an unlawful purpose or in violation of campaign rules;
  • submit a payment without the cardholder’s authorization;
  • manipulate checkout, voting, identity verification, rankings, or payment callbacks;
  • interfere with the security, availability, or normal operation of the Services;
  • upload content that infringes another person’s rights or is unlawful, deceptive, abusive, or harmful; or
  • impersonate another person, organization, candidate, or payment provider.

We may investigate suspected violations and restrict, suspend, or terminate access where reasonably necessary to protect the Services, users, event integrity, or legal interests, or to comply with applicable law. Where appropriate, we may request additional information, preserve relevant records, or refer suspected unlawful activity to the relevant authorities. Any action taken will be proportionate to the circumstances and consistent with applicable legal obligations.

6. Content and Intellectual Property

You retain your rights in content you submit to PageantXero, subject to the permissions needed to operate the Services. By submitting content, you grant PageantXero a non-exclusive, worldwide, royalty-free license to host, reproduce, display, format, and distribute that content through the Services for the purpose for which it was submitted, including displaying public event pages, candidate microsites, and campaign materials. This license does not transfer ownership of your content to PageantXero.

You represent that you have the necessary rights, permissions, and authorizations to submit the content and permit its intended use, including names, photographs, videos, logos, biographies, and other materials. Organizations and authorized representatives are responsible for ensuring that content submitted for publication is accurate and that any required consent or authorization has been obtained, including where content concerns minors.

PageantXero’s software, platform design, branding, logos, and other proprietary materials are owned by or licensed to Outsoar PH and may not be copied, modified, distributed, or used without authorization, except as permitted by law. We may remove or restrict access to content when reasonably necessary to address a legal concern, rights infringement, security issue, or violation of these Terms.

7. Privacy

Our Privacy Policy explains how PageantXero collects, uses, discloses, retains, and protects personal information in connection with the Services, including account registration, event participation, voting, payment processing, and customer support.

By using the Services, you acknowledge that personal information may be processed as described in the Privacy Policy and in accordance with applicable data protection laws. Where consent is required, it will be obtained through the appropriate process. Nothing in these Terms removes or limits your rights under the Philippine Data Privacy Act of 2012 or other applicable privacy laws.

8. Service Availability and Changes

We make reasonable efforts to keep the Services available and functioning properly. However, access may occasionally be interrupted due to maintenance, updates, security measures, technical failures, payment provider outages, network disruptions, or circumstances outside our reasonable control. We do not guarantee uninterrupted or error-free availability at all times.

We may update, modify, suspend, or discontinue platform features when reasonably necessary for maintenance, security, operational, or legal reasons. If a change materially affects an active paid transaction, we will handle the transaction under the Refund Policy and applicable law. We will not rely on this section to exclude obligations that cannot lawfully be excluded.

9. Disclaimers and Liability

The Services are provided subject to applicable law. To the extent permitted by law, PageantXero does not guarantee uninterrupted availability, error-free operation, or any particular campaign outcome. We are not responsible for inaccurate event or candidate information supplied by an organization or user, or decisions independently made by a payment provider or financial institution, except to the extent that responsibility arises from our own acts, omissions, contractual obligations, or duties under applicable law.

Nothing in these Terms excludes or limits a right or remedy that cannot lawfully be excluded or limited, including rights under Philippine consumer-protection, e-commerce, and data-protection laws. PageantXero remains responsible for its own obligations relating to the operation and security of the Services, payment and vote processing within its control, and the handling of personal information as required by applicable law. Any limitation of liability applies only to the extent permitted by law.

10. Governing Law and Contact

These Terms are governed by the laws of the Republic of the Philippines. Any dispute arising from or relating to the Services will be handled by a court or other authority with proper jurisdiction, subject to applicable dispute-resolution procedures and without limiting any consumer rights or remedies that apply under Philippine law.
